Union Minister of Consumer Affairs, Food and Public Distribution Ram Vilas Paswan on Saturday informed that the states and the Union Territories have been given a deadline of one year till 30th June, 2020, for rolling out the ‘one nation, one ration card’ system.
Under this system, beneficiaries can buy subsidized food grains from ration shops in any part of the country.
Ram Vilas Paswan said during a media interaction.
“By next June 30, 2020, ‘one nation, one ration card’ should be implemented without fail in the entire country. We have written letters to the state government to fast track the implementation of this system,
“The new mechanism will ensure that no poor are deprived of PDS entitlement if that person shifts from one place to another. The system will also help remove fake ration card holders,” Paswan added.
The Union Minister further informed that already 10 states- Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana, and Tripura – are providing portability of Public Distribution System (PDS) entitlements.
He further said there are 11 states, including Tamil Nadu, Punjab, Odisha and Madhya Pradesh, which can easily implement the PDS portability within their state as Point of Sale (PoS) machines have been installed in all ration shops.

The central government is set to implement the ambitious ration card portability service ‘One Nation-One Ration Card’ in the 20 states and union territories from 1 June amid the Corona epidemic, according to Food Minister Ram Vilas Paswan. 'Ek Desh Ek Ration Card' योजना को अगस्त 2020 तक पूरे देश में लागू किया जाएगा। वित्त मंत्री निर्मला सीतारमण ने गुरुवार को एक प्रेस मीट में "एक देश एक राशन कार्ड" योजना की घोषणा की। उन्होंने कहा है कि इस योजना के तहत, उपभोक्ताओं देश में कहीं भी एक ही राशन कार्ड का उपयोग करने में सक्षम हो। कोई भी राज्य रियायती राशन से वंचित नहीं रहेगा। यह योजना एक प्रवासी लाभार्थी को देश में किसी भी उचित मूल्य की दुकान से सार्वजनिक वितरण प्रणाली का उपयोग करने में सक्षम करेगी। वर्तमान में, यह योजना केवल 12 राज्यों में चालू है और जून 2020 तक सभी राज्यों को कवर कर लेगी।

केंद्रीय उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्री रामविलास पासवान ने शनिवार को बताया कि राज्यों और केंद्रशासित प्रदेशों को 'एक राष्ट्र, एक राशन कार्ड' प्रणाली को लागू करने के लिए 30 जून, 2020 तक एक वर्ष की समय सीमा दी गई है। ।
इस प्रणाली के तहत, लाभार्थी देश के किसी भी हिस्से में राशन की दुकानों से सब्सिडी वाला अनाज खरीद सकते हैं।
राम विलास पासवान ने मीडिया से बातचीत के दौरान कहा।
"30 जून, 2020 तक, 'एक राष्ट्र, एक राशन कार्ड' को पूरे देश में विफल हुए बिना लागू किया जाना चाहिए। हमने राज्य सरकार को इस प्रणाली के कार्यान्वयन को तेजी से ट्रैक करने के लिए पत्र लिखे हैं,
“यदि कोई व्यक्ति किसी स्थान से दूसरे स्थान पर शिफ्ट होता है तो नया तंत्र यह सुनिश्चित करेगा कि कोई भी गरीब पीडीएस के हक से वंचित न रहे। पासवान राशन कार्ड धारकों को हटाने में भी मदद करेगा।
केंद्रीय मंत्री ने आगे बताया कि पहले से ही 10 राज्यों- आंध्र प्रदेश, गुजरात, हरियाणा, झारखंड, कर्नाटक, केरल, महाराष्ट्र, राजस्थान, तेलंगाना, और त्रिपुरा - सार्वजनिक वितरण प्रणाली (पीडीएस) एंटाइटेलमेंट की पोर्टेबिलिटी प्रदान कर रहे हैं।
उन्होंने आगे कहा कि तमिलनाडु, पंजाब, ओडिशा और मध्य प्रदेश सहित 11 राज्य हैं, जो आसानी से अपने राज्य के भीतर पीडीएस पोर्टेबिलिटी को लागू कर सकते हैं क्योंकि सभी राशन दुकानों में प्वाइंट ऑफ सेल (PoS) मशीनें लगाई गई हैं।
